Po 主5月开始看7月底入住的房子,这个时间点可谓是不尴不尬,优质的学生公寓已经被订满而7月份毕业转租的留学生大多还没着手登广告。墨尔本city附近租房市场总体供不应求,一间带家具的阳光主人房apartment 只要价格合理是会有很多人抢着租的,甚至偷偷和房东商量加钱入住。这也就是骗子的第一个契机:需求方很愿意付钱-->得手概率+5%
235$/week, fully furnished,all bills inclu,private studio with living room, fantastic location,great facilities......这些让人感觉无缘无故占了个大便宜,但事实上怎么会有这样的好事呢?墨尔本生活费是真的贵,自从10年前越来越多的华人来澳洲就顺便炒起来房价,city里的房价更是比天高,举个例子吧,Swanston central,studio 不带家具 自付bill 都要550$+ 正常都是和朋友两人一起share一间2 bedroom 2 bathroom,平摊bill,自己买家具也要360$+ Po主在此好好反省了自己,一是当时太贪心,想要住的好又不用多交钱;二是没有机会实地考察(当时身在首尔,房东也不在澳洲)于是骗子很成功的抓住了第二个心里弱点:价格-->得手概率+30%
1)Mistaken Internet Payment (MIP) -made a mistake with an online payment from your account to someone else's 这种情况适用于转账的时候输错bsb/account no. ,钱转到别人的卡上,这时你可以向银行提出申请,付50$手续费要求他们介入调查,和被转错账款的银行用户联系,然后把钱退给你,一般都可以退的。不过这个过程要8 weeks. 需要漫长的等待,而且如果对方银行拒绝退款或者说对方钱已经被取出来了那就没办法了。
2) Disputing a transaction --a transaction on your credit, debit or Travel Money Card that you think might be incorrect? Or an issue with something you've purchased? 你可以对你卡上的一笔/多笔交易进行申诉,这种情况对方基本是个骗子了。当你开始怀疑时,你就应该打电话给银行让他们开始调查,同时也要打电话/亲自去对方银行进行事情陈述。他们会对相关用户进行标记,并监视记录,限制交易额度。同时需要你提供
⚫ Any documents showing the expected delivery date of your purchase.
⚫ Any other letters or emails the seller has sent you.
⚫ A signed letter explaining how you've tried to sort this out directly with the seller - including the date you contacted them, how you contacted them (for example, by phone or email), and what you’re waiting to receive.
⚫ A copy or written description of the seller’s response.
-He didn't confirm my payment via PayPal after my immediate payment and send me key and invoice via DHL as promised
-Since no error in bsb and acc no. and transaction status appears in my bank is successful. He should have received the money.
-He claimed xxx@gmail.com is his personal Paypal account, however, he later said that is his friend's which contradict what you previously said
-He didn't follow the normal renting rule that is forward back me his signature because I also signed mine. Besides, the rent is to be paid month by month, not the whole payment once.
-He never provides me with a valid contact phone number or his reference's name or cell number or other valid contact details, besides, his passport is about to expire in 3 months.
-His reply to my email sometimes happens at 1 am. 4 am. or 6 am. in NZ time, if he's really in NZ and as he claimed he is an old and mature man only care about family and health, he should have a regular habit of replying emails.
-His Paypal account receives money in US$, not AU$ which let me further doubt his identity. if he has a TRUE AU Citizenship and lives in AU for most of his time, then why did he give me his US Paypal account?
-His provided certificate of title does not match with his claimed property which I've searched online to confirm.
-He forwarded shipment receipt to me but that is in Spanish not English or NZ language and what's more, the delivery number was tracked on the year 2013, which means he's highly likely to be a fraud
-After I wrote an email and ask if he's a fraud and made my final claim, he didn't reply and disappear forever.

You can escalate to a claim any time within 20 days of the date the dispute was opened. A dispute will automatically close if it isn’t escalated to a claim within 20 days. Closed disputes cannot be reopened or escalated to a claim.
前提是你付款的时候选择是business transaction 而不是family and friends, 如果是,那你还是和客服亲自解释并天天烧香吧。
如果Paypal 付款时不是用的balance 而是连接的银行卡那么两边都要联系。
