A LACK of strategic planning for Hobart's future is the reason for the city's poor performance in a new liveability study, says the Property Council of Australia.

Hobart ranked eighth in a poll of 10 major Australian cities, with a liveability score of 60.1 out of 100.

The My City: The People's Verdict study polled more than 5200 Australians, including 440 Tasmanians.

Participants rated their city on a range of issues such as affordable housing, cleanliness, recreational activities, culture, public transport, education and health services.

The poll, run by the Property Council of Australia, found Hobart performed poorly in key areas such as education, health, employment and economic opportunities.

But the city scored quite highly for its range of recreational outdoor activities, attractive natural environment, look and design.

The Property Council's state executive director Mary Massina said: "It's not surprising that respondents have said schools, education, public health and transport are key issues for living here.

"These are the key issues that go to the whole heart of the liveability of a capital city.

"So when people are saying [there are problems with] schools and education and health care and actually getting a job, then, as a community, we have to find solutions to those problems."

She said poor strategic planning for Hobart was largely to blame for the city's shortcomings and criticised a recent draft plan for the city, prepared by the State Government.

Ms Massina said the H.30 Hobart Capital City Plan 2011-2040 was created in response to calls from the Council of Australian Governments (COAG) for the development of strategic plans for all capital cities by 2012.

The plans would provide the Commonwealth Government with a system for determining that any funds provided to the states for infrastructure projects were being directed to the most worthy and urgent projects.

But the Property Council of Australia said the draft plan for Hobart was little more than "briefing material, minimal statistical analysis and a set of stated future intentions".

"There are no specific targets or key performance indicators for job creation, housing affordability or creation, density, commercial activity or even hard and soft infrastructure," Ms Massina said.

"Also absent are timelines and resourcing for any of the initiatives."

A public consultation period for the draft plan closed last week.
